Argonian... "Women"

What seems off about the picture, respecting this as a proud female of the Argonian lizard race of the Elder Scrolls series' proud warriors?

Maybe the bra? In which such a clothing piece is designed to hold up the breast flesh of a human mammal female, and cover over the nipple. As awkward and straight up factual as that is, what are we dealing with here, a full on reptile. 

That's not a hard definition to understand, scaly or leathery animals that are cold blooded, externally reproduce by laying hard shelled or leathery shelled eggs that are resistant to drying out, and often make no noise to a light hiss with their breath. 

To give this example the most credit it deserves, the breast region in a muscular sense is a pectoral. There isn't very much on reptile pectorals, it seems to have more focus on humans.

Not so fast on such a reptile perspective. 

"Although Argonians appear reptilian in nature at first glance, they also exhibit qualities of fish, amphibians, and even birds: they are able to breathe underwater through small gills behind their ears, swim using the same method as that of a tadpole or eel by moving their tail side-to-side to propel through the water, and are capable of growing feathers. Female Argonians additionally have what appear to be mammalian breasts, but at the same time are able to lay eggs."

On another hand. 

" It is said that upon exiting the juvenile stage of life, an Argonian will lick Hist sap in order to stimulate the hormonal glands, which sprout appropriate organs from which the Argonian's gender can be determined."

So we seem to have two approaches, on one they seem to just have so many qualities that perhaps they are partially mammalian enough with their close to human body shape. On another, their gender is so up for grabs in their own culture throughout a young life that it wouldn't seem to have such a hold, especially without the primal occurrence of pregnancy like mammals truly have to change perspectives in an ancient setting like they had.

This modded image seems to be what such a trait would be more biologically fitting for what is still a primarily reptilian race.

With all these facts you'd think about and all this information, why wouldn't both genders hold the same muscular build and the same chest tone, whether it be extensively fatty breast muscles or not.

Even without a minor part of the body in the chest region, just look at the difference here, it runs the whole body shape humans biologically are supposed to be inclined to have.
